An Advisory Committee of public- and private-partners meets throughout the year to guide and oversee programs that support RSF’s mission and goals.

James Keaton, Vice President of Sales & Marketing of Barrier Systems, Inc. has been the Chairman of the RSF Advisory Committee since 1995.
James R. Keaton (Jim) has been with Barrier Systems for over five years. Barrier Systems is the world leader in moveable barrier technology, an innovative approach for improving safety and reducing the time and cost of highway construction projects and providing managed lanes to help utilize highway capacity more efficiently and reduce highway congestion. Barrier Systems also manufactures a full line of high performance crash cushions, truck mounted attenuators, barrier specialties and steel gates.
Prior to working for Barrier Systems, Jim was employed with 3M for over 34 years and held numerous sales, marketing and management positions. He has also been very active with a wide range of highway transportation groups and industry associations, serving on boards and committees of the American Highway Users Alliance, American Road and Transportation Builders Association, American Traffic Safety Services Association, The National Safety Council, the Roadway Safety Foundation, the National Committee on Uniform Traffic Control Devices.

Executive Director, National Association of County Engineers
Anthony R. (Tony) Giancola, P.E., Executive Director of the National Association of County Engineers (NACE), was unanimously elected as the new Secretary of the Roadway Safety Foundation Advisory Committee in February 2008. Tony has been an active member of the RSF Advisory Committee since its inception in 1995. He has also served as a judge of the joint RSF/Federal Highway Administration National Roadway Safety Awards Program every year since its inception. In his role as Executive Director at NACE, Tony is responsible for all oversight and management of the association. He serves as a Liaison to the NACE Executive Committee, Board of Directors and other related organizations. Tony is also an advocate for legislative and technical issues.
NACE was founded in July 1956, with membership open to county engineers or engineers serving in equivalent capacities in counties of the United States. Since that time the memberhip has been expanded to allow for non-engineers who are in charge of a county operation as well as members from other countries who have similar goals. Data Quality Taskforce
The Data Quality Taskforce will review and synthesize past and current statistical data contained in past RSF documents, government databases, and recent peer-reviewed research. The taskforce will select which data is likely to be most useful for RSF national and local campaigns, including the safer roads project and ensure that RSF is using up-to-date research at all times.

Public Service Campaign Taskforce
Members of this taskforce provide expertise to the project steering committee and RSF staff developing and executing a Safer Roads Public Service Campaign regarding the extent to which road hazards and design features are a factor in motor vehicle crashes. RSF will work with AAA and AARP on these efforts.

2009 National Roadway Safety Awards Planning Committee
This committee is responsible for planning and executing the biennial National Roadway Safety Awards Program, which is co-sponsored by the Roadway Safety Foundation and the Federal Highway Administration. The awards program recognizes local and state programs across the country for excellence and innovation in operations as well as planning and roadway design to reduce fatalities and injuries on our nation’s highways. Roadway Safety Award recipients are evaluated on three criteria – innovation, effectiveness, and efficient use of resources. Program categories included infrastructure improvements, operational improvements and program planning, development and evaluation.

Gregory M. Cohen, P.E., Executive Director
As President and CEO of the American Highway Users Alliance, the organization that chartered the Roadway Safety Foundation, Greg Cohen also serves as the Foundation’s Executive Director. Prior to joining The Highway Users in July 2002, Greg served as a professional staff member of the House Transportation and Infrastructure Committee on the Highways and Transit Subcommittee where he was responsible for oversight of the Federal Highway Administration’s implementation of the1998 highway bill, TEA 21. As a licensed Professional Engineer, Greg’s primary role on the Committee was to provide policy assistance in areas of highway planning, engineering, and construction. Cohen worked on legislation to eliminate highway funding cuts and streamline environmental reviews and coordinated oversight hearings that laid the policy groundwork for the 2005 highway bill, “SAFETEA-LU”. Before joining the Committee, he served as a Highway Engineer with the Maryland State Highway Administration where he managed capital project planning studies for major highway and multimodal projects. Greg has a Bachelors of Science in Civil Engineering and Master of Engineering in Transportation Engineering and Planning from the University of Maryland at College Park.

Cathy Gillen, Managing Director
Cathy Gillen was appointed Managing Director of RSF in September 2007. She brings more than 15 years experience in highway safety public and government relations. Through the years, Gillen has worked with dozens of traffic safety organizations to promote their safety messages and further their agendas, including the National Highway Traffic Safety Administration, the Federal Highway Administration, the Maryland State Highway Administration, the Institute of Transportation Engineers, the Governors Highway Safety Association, the Automotive Coalition for Traffic Safety and Ford Motor Company, among many others. In addition to Gillen managing RSF’s daily operations and serving as its spokesperson, she also serves as program manager for RSF’s four-year contract with the Federal Highway Administration. The contract requires RSF to work towards improving the quality of safety data gathered nationwide; develop a public awareness campaign which educates the public about road hazards; and share road safety research studies and new technologies among government agencies.
